TLDR:

China’s Communist Party plans tougher enforcement against bribery involving crypto and cross-border transfers.

Chinese Party rules call for AI and government data platforms to help investigators detect financial misconduct.

China will increase the party’s oversight of internet platforms and technology companies under the resolution.

The crackdown targets illicit cryptocurrency activity while China’s existing restrictions on crypto trading remain.

China’s Communist Party has pledged tougher action against corruption involving cryptocurrency, blockchain technology, and cross-border financial transfers. The decision comes as authorities continue enforcing existing restrictions on cryptocurrency payments .

The party approved the resolution on October 29, with Xinhua publishing its full text on November 1. It also introduces plans for closer oversight of technology companies and greater use of digital tools in corruption investigations.

China Targets Crypto Bribery and Cross-Border Transfers

The resolution identifies cryptocurrency as one method officials may use to conceal bribes or transfer illegally obtained funds. It places blockchain transactions, internet activity, and cross-border payments under closer scrutiny as Beijing expands its anti-corruption campaign.

The document also calls for stronger cooperation in overseas corruption investigations and efforts to recover stolen assets. Chinese authorities have previously investigated cases involving digital currencies and international financial transfers. In October, Thai police arrested a Chinese suspect accused of laundering more than $74 million through cryptocurrency and bank accounts.

China banned cryptocurrency trading services in 2021, but the latest resolution focuses on illegal financial activities involving digital assets. Authorities reinforced existing restrictions in February 2026, including rules covering stablecoins and unauthorized tokenized financial products. The new measures address how officials investigate and prevent corruption involving those assets.

Meanwhile, Chinese courts have continued examining cases involving cryptocurrency ownership, financial disputes, and illegal transfers. The Supreme People’s Court recently outlined research into virtual currency cases and cross-border financial matters. These cases form part of China’s wider enforcement efforts involving digital assets.

One earlier investigation involved Yao Qian, the former head of the central bank’s digital currency research institute. State broadcaster CCTV reported in January that he had received cryptocurrency and cash bribes through wallets controlled by employees. The case involved companies seeking exchange listings and demonstrated the use of digital assets in official corruption cases.

Communist Party Expands Oversight of Tech Platforms

The resolution also calls for stronger party oversight across technology companies, internet businesses, and emerging digital industries. Private and mixed-ownership enterprises must incorporate party-building activities into their corporate governance and daily operations. Regulators and local authorities will take responsibility for strengthening supervision across these sectors.

Under the measures, disciplinary agencies will expand their use of digital inspection systems and platforms that combine government data. These tools will help investigators examine suspicious financial transactions and identify potential links between officials and businesses.

Chinese authorities have already introduced technology-based methods in several corruption investigations. In Zhengzhou, investigators used artificial intelligence to detect suspected collusion and price manipulation involving state enterprise contracts. Officials in Suifenhe have also combined government data with DeepSeek models to investigate social security fraud.

The latest measures come as China continues developing blockchain infrastructure for government and industrial applications. An October policy document called for further blockchain development , alongside artificial intelligence and quantum computing. These projects remain separate from the country’s restrictions on cryptocurrency trading services.

Blockchain transaction tracking has also featured in international investigations involving stolen cryptocurrency. A recent investigation into alleged cryptocurrency laundering examined transfers between wallets associated with North Korean hackers. China’s resolution similarly identifies digital financial channels as an area for closer anti-corruption scrutiny.

The Communist Party has directed disciplinary bodies to strengthen cross-border investigations and develop systems for monitoring emerging forms of corruption. The resolution also expands party oversight of online platforms, technology businesses, and workers in newer employment sectors.
