Crashing through the pain barrier, Andy Burnham says he's the man to do it. Britain's Prime Minister has just given his first speech as leader to the Labour Party conference here in Liverpool. His speech was ambitious. It was sweeping. It was also extremely emotional. >> I watched closely the people who looked after my dad, caring for other people's parents on poverty pay. >> His key policy announcement was a new national care service, harking back to the Labour Party of the 1940s. It will be paid for by reforming pension entitlements here in the UK, not now, but in the future. He also did give us more detail on more state control of energy, of water, of housing. He talked about repealing Margaret Thatcher's ban on state ownership of water companies. There wasn't that much in there for businesses and investors, and it was largely focused on Britain's aging population and delivery in the future. He talked about a manifesto commitment to changing voting rules, or at least a proposal to do that, and a new EU relationship. Andy Burnham says he's prepared to rip off the plaster and take the political pain for his vision. The real test will be how it's taken outside of these walls.
